Motorists should be paying attention to the roadway, not gabbing on a phone, said a Missouri lawmaker who wants to make it illegal to use a cell phone while driving.

"You can't be aware of your surroundings or see the big picture if you're looking down at a cell phone or if you're talking" on the phone "while trying to switch lanes," Sen. Joe Smith, R-St. Charles, said.
