In a post-traumatic period after voters expressed a rare moment of outrage over school management by soundly defeating an operating levy increase, Belcher arrives on the scene and quickly gains respect and support. At this moment of public approval, when he could have gotten a modest raise, Belcher declined, showing a fine sense of the political moment.
