Open Column ; House Bill Protects Both Animals and Their Owners

Summary

Editor, the Tribune: Regarding the comments on HB 46 in the April 11 letter to the editor, this bill is better for the animals. The state veterinarian or his designee assesses the health of the animals. Those in need of medical attention can be treated immediately, and those in danger of immediate loss of life can be removed promptly. Remaining animals are placed in quarantine on the owner's property under the supervision of the veterinarian to correct any problems, thus eliminating stress on the animals from moving them to a facility often far away.

Under current state statute, a unit constitutes an entire herd of farm animals. Humane Societies have repeatedly confiscated entire herds of animals when only a few might be old or in need of attention, charging exorbitant fees to the owner, who often cannot pay and loses his or her animals.
