The city of Columbia should consider moving faster to implement complicated rules designed to control the flow and quality of storm water leaving developments, Mayor Darwin Hindman said.

The Columbia City Council approved the rules in March, but council members agreed to hold off on putting the rules in place until September, giving developers and city officials more time to examine the potentially costly new regulations.
