Summary


Chances are the General Assembly will mitigate or repeal Proposition B, the so-called puppy mill law recently enacted in a public initiative vote.

Most members of the state legislature come from rural districts whose voters opposed Prop B, which was passed by majorities in a few populous urban areas. This mere fact is a questionable premise for refuting the law, which, after all, did receive a majority statewide vote. But the law does deserve a more analytical second-guessing.
