In the recently completed session of the Missouri General Assembly, lawmakers passed a number of bills threatening unintended consequences, then scrambled to reverse their actions, an awkward display that brought charges of amateurism.
But there was nothing amateurish about their calculated approach to expanding abortion hurdles. With cool resolve they fine-tuned this year's anti-choice bill, an annual ritual in modern Missouri lawmaking, to avoid 2005 excesses Gov. Matt Blunt would not support.
