Summary
Some 20 or more years ago, when Democrats controlled politics in Washington, I wrote about the need for a federal balanced budget to the U.S. Constitution. Then, in the waning days of the Clinton administration, the federal budget began to show such strong surpluses that the end of the debt was in sight, albeit still some distance away.
