Are citizen initiatives a good way to govern or too often irresponsible concoctions voters might ratify without knowing what they're doing?

Almost always, ballot issues crafted by government officials are more carefully worded, but when officials won't give voters a chance, constitutions properly allow ad hoc efforts from the streets. Sometimes the popular nature of an initiated law hides perverse details.
