It's bad enough that the administration has chosen to fund the war in Iraq - now in its fourth year - on an "emergency" basis that circumvents the planning and scrutiny required by the legislative budgeting process. But now Congress has found a way to make matters worse by turning the latest Iraq funding vehicle into a gravy train laden with expensive irrelevancies that don't fit the definition of an emergency.See the full content of this document
