Summary
I have said in this column that the very idea of long-range city planning usually is built on fuzzy expectations harbored by people who envision a future laid out in unrealistic detail. Often their imagined plans would involve pre-emptory rezoning, illegal without an expensive payment of damages to owners of the affected property - - not gonna happen.
